China is the country that attracts the most foreign investment in the world. Even thought the global economy has been relatively gloomy and international investment is declining, China has acheived outstanding performance in attracting foreign investment due to its favourable investment policies. Since the early 1980s, China has invested a large amount of personnel, money and material to set up a better environment for attracting foreign investors. In the meantime, China has made and issued over 500 foreign-related economy regulations, providing legal protection for foreign investors. At the end of 1997, China revised and published the Industry Category for Foreign Investment, to encourage and support foreign businessmen to invest in agriculture, energy, transportation, key raw material, high technology, resource utilization, environmental protection, etc. According to the rules of World Trade Organization and China's committment, China has reviewed about 2300 trade regulation documents, abolioshed 830 of them and revised 325. After the review, China established a foreign investment legal system composed by three laws; the implementation specifications-Law on Sino-foreign Joint Ventures, the Law of Sino-Foreign Cooperative Enterprises, and the Laws of Foreign Enterprise. By the end of 2003, foreign businessmen from more than 170 nations and regions have invested in China and set up over 400,000 companies. The international financial groups and multinational companies have also turned their eyes on China. Most of the top 500 multi-national companies in the world have invested in China. China is regarded as the country with the best investment environment by global investors and the finance industry. |
